In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: One year of specialized experience equivalent to the GS-13 grade level in the Federal service which includes the following: 1) Direct complex operations, strategic plans, and training exercises by translating high-level national security policies into actionable, multi-domain maneuvers across peacetime, crisis, and wartime environments; 2) Manage daily operations, establish organizational structures, optimize human and material resources, and lead military, civilian, and reserve personnel to successfully achieve strategic command objectives; and 3) Lead, motivate, and develop a diverse workforce by delegating authority, establishing performance standards, executing personnel actions, resolving grievances, and fostering an equitable environment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). To be eligible for promotion or placement under this plan, applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 calendar days after the closing date of the announcement, or within 30 calendar days after the date of the rating for open continuous announcements.
