Supervisory Human Resources Specialist (Military)

About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Cyber Command in Fort Meade, Maryland.


  • Directs and oversees the collection, processing, and release of all command military promotion and command lists.
  • Recommends effective solutions to preclude readiness shortfalls.
  • Manages all command readiness programs by maintaining accountability of all personnel in program areas encompassing cyber force readiness assessment, enlisted and officer strength management activities.
  • Oversees the preparation and dissemination of all promotion/command slate products for the command.
  • Develops and prepares policy and program guidance for dissemination to all command.
  • Implements CYBERCOM guidance and policies relating to the procurement, assignment, retention, and utilization of the cyber mission workforce.
  • Provides accurate and timely enlisted/officer strength data analysis on aggregate and specific Military Occupational Specialty (MOS) levels for the directorate.
  • As a Senior Human Resources military advisor and technical policy expert, provides direct program support to the Cyber Talent Management Organization (CTMO) Military Personnel Division (MPD) Chief.
  • Exercises direct supervisory control over several military human resources positions (Majors, Captains, and Warrants) and civilian human resources positions (GG-12 through GG-13).

Qualifying experience would be demonstrated by applying functional expertise in military personnel management policies and procedures to direct personnel actions and strength management responsibilities for the command; conducting analysis to identify military readiness concerns; providing recommendations to improve mission support; and providing supervisory functions for military and civilian personnel.
