PROGRAM MANAGER (VENDOR THREAT MITIGATION)
About the Position: You will serves as the Program Manager and principal subject matter expert for the Command's Vendor Threat Mitigation (VTM) program to minimize risk to forces, risk to mission, to prevent inadvertent funding of adversaries, and to promote effectiveness of commercial support to operations.
- Develops, establishes, and implements Combatant Command-level policies, procedures, and directives to govern the Vendor Threat Mitigation (VTM) framework within the USAFRICOM AOR.
- Ensures the VTM program remains compliant with Congressional law and DoD Directives by coordinating with the DoD and Joint Staff, and represents the Command at all OSD VTM forums.
- Coordinates with the Intelligence Community (IC) to analyze vendor threat intelligence, establish vetting priorities, and integrate intelligence with commercial operational support data.
- Establishes and directs both the VTM working group and the AFRICOM Logistics and Intelligence Fusion Working Group to synchronize cross-functional and interagency efforts.
- Formulates strategies to exploit vulnerabilities in an adversary's reliance on commercial support, while simultaneously protecting the DoD's critical commercial sources from operational compromise.

Specialized Experience: one year of specialized experience equivalent to at least the GS-13 grade level in the Federal service which includes: 1) develop and manage vendor threat mitigation policies and procedures, 2) lead cross-functional teams of intelligence, operations, and contracting personnel to identify and mitigate vendor threats, 3) analyze adversary reliance on commercial support to develop strategies that mitigate risk to the Joint Force, and 4) integrate vendor threat mitigation processes into plans, operations, and exercises. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
