Management and Program Analyst
This position is located in the Office of the Chief Financial Officer and embedded in the Division of Operational Support Division, Office of Overseas Protective Operations, International Programs Directorate, Bureau of Diplomatic Security (DS), U.S. Department of State.
- Oversees the allocation and utilization of resources throughout the Office of Overseas Protective Operations.
- Researches and interprets new legislation, regulations, and policies to determine the impact on resource management processes.
- Plans, organizes, and manages special projects that cut across all DS/IP/OPO programs and operations.
- Assesses management systems and practices, recommending improvements to enhance quality, efficiency, and productivity
- Maintains liaison with senior DS and Department officials to share management program information and identify opportunities to integrate activities and leverage resources.
Requirements
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience assessing management systems and practices to recommend improvements in efficiency and productivity. Experience liaising with senior officials to coordinate management programs and leverage resources. Experience managing resource allocation or cross-functional projects within an organization. There is no substitute of education for specialized experience for the GS-14 position.
